（中央社記者鄭崇生華盛頓18日專電）中華民國駐美代表處新聞組長李大塊投書「華盛頓郵報」，強調南海仲裁案中，仲裁庭未邀中華民國參與，也未徵求中華民國意見，仲裁判定，中華民國不接受，也無約束力。
華盛頓郵報網站今天下午刊登李大塊投書，介紹他的頭銜為駐美國台北經濟文化代表處新聞組長，投書內容重申政府堅定立場，也就是中華民國在南海諸島及相關水域享有的所有權利，符合國際法及聯合國海洋法公約。
華郵在14日的報導中提到，總統蔡英文在仲裁結果出爐後，中華民國派軍艦巡弋南海，比原定巡航日期提早1天出發，蔡總統說，仲裁法院判定太平島為礁，嚴重損及中華民國權利。華郵形容，來自中華民國的反應讓人大為驚訝。
李大塊在投書中指出，仲裁庭未正式邀請中華民國參與，也未徵求中華民國看法，衝擊中華民國利益，尤其是對南沙群島上最大天然島嶼太平島的判定，已嚴重破壞中華民國對南海諸島及相關水域享有的權利。
因此，他強調，中華民國不接受這次仲裁的任何判定，仲裁結果對中華民國也不具法律效力。
文章最後提到，中華民國敦促要透過多邊談判、和平解決爭議，中華民國也願在平等基礎上與有關各方合作，努力推動區域和平與穩定。1050719
